The Language Access Act of 2004 (LAA) mandates agencies provide District residents with limited and non-English proficiency (LEP/NEP) greater access to and participation in District government programs, services, and activities. The Office of Human Rights (OHR) is responsible for the oversight and enforcement of the Language Access Act in partnership with the Office on African Affairs (MOAA), the Mayor's Office on Asian and Pacific Islander Affairs (MOAPIA), the Mayor's Office on Latino Affairs (MOLA), and with the DC Language Access Coalition.
MOAA collaborates with the Language Access Director (LAD) and other entities to develop, update, and monitor the implementation of Language Action Plans in accordance with both the LAA provisions and the scope of mandates. MOAA guides and supports the participating entities, LAD, and OHR in the following areas:
- Data collection
- Quality control
- Cross-cultural communications trainings
